Bonner named to Rainbow CPG, four members ineligible

The San Diego County Board of Supervisors appointed four new board members of the Rainbow Community Planning Group during the supervisors’ January 5 meeting, but only one of those members is eligible to be on the board.

The eligibility issue is also likely to cause the removal of a fourth planning group member who does not live within the planning area boundaries.

The supervisors confirmed the appointment of Mila Bonner, who lives on Rainbow Crest Road, for a term that will expire on January 2, 2007. They also appointed Mike McLeod, Michael Rodrigues, and Dolly Rodrigues to seats with terms expiring in January 2007.

Although a sponsor group member does not need to live within the boundaries of the planning area, members of a planning group must live within those boundaries. McLeod works on Second Street in Rainbow but lives on Tumble Weed Lane in Morro Hills, while Michael and Dolly Rodrigues live in LaVerne.

The eligibility queries also found that Jeff Scrape does not live within the Rainbow planning area; Scrape has a business in Rainbow but lives in Fallbrook. Scrape had previously been seated on the planning group board.

The ineligibility of the four members reduces the number of legitimate planning group board members to two: Bonner and Curtis Nicolaisen of Rice Canyon Road. James Anderson, the most recent chair of the Rainbow Community Planning Group, did not file for re-election in 2004.
