Treatment plant work, consolidation leads to FPUD and Rainbow title changes

The upcoming rehabilitation of the Fallbrook Public Utility District’s wastewater treatment plant and the joint powers authority which provides functional consolidation of FPUD and Rainbow Municipal Water District services have been responsible for several title changes involving FPUD and Rainbow management.

One of those involves the title and duties of Brian Brady who had been FPUD’s general manager. Brady retains that title, and he also became the executive officer of the North County Joint Powers Authority which includes the FPUD and Rainbow districts. Dave Seymour, who had been Rainbow’s general manager, retired as of April 5.

Jack Bebee, who had been FPUD’s planning and engineering manager, is now the district’s assistant general manager. “His additional responsibilities are for the operations of the wastewater treatment facility,” Brady said.

David Horn will retain his title as FPUD’s operations manager. “Dave Horn’s still going to be involved in day-to-day operations of the treatment plant,” Brady said. “Jack is in charge of the rehabilitation.”

Brady noted that the upgrades of the treatment plant must be coordinated with its continuing operation functions. “We made the decision to put both of those facilities under Jack for better coordination,” Brady said. “It is such a tight footprint at that plant.”

Gene Buckley, who had been the Rainbow Municipal Water District’s chief financial officer, was promoted to assistant general manager (AGM) for the Rainbow district. Buckley will be working on some special projects for Brady regarding analysis of various proposals on consolidating operations for the joint powers authority. “It did work out well that we made Jack or appointed Jack AGM,” Brady said. “Both of those I think are appropriate for the JPA structure.”

Marcie Eilers retains her title of FPUD’s administrative services manager as well as her duties of supervising FPUD’s financial and other administrative issues.

The title of Rainbow’s Kirsten Plonka was changed from associate engineer to district engineer. “The change in title recognizes that she is supervising other engineering staff and that she is the designated engineer for the municipal water district,” Brady said.

Brian Lee, who had been Rainbow’s district engineer, left the district at the end of January.

“We wanted to be cognizant of this consolidation process that we’re entering into, so we’re being careful about how we change titles and responsibilities,” Brady said. “As we go through the process through the year I think you’re going to see some additional shifts in responsibility and retitling of certain managers.”
