$207,375 approved for sidewalks - CDBG funds allotted for work at Ammunition and Alturas Roads

The County of San Diego’s 2014-15 Community Development Block Grant, HOME Investment Partnerships, Emergency Shelter Grant, and Housing Opportunities for Persons with AIDS annual funding plan will include money for sidewalk improvements at Ammunition Road and Alturas Road.

A 5-0 vote April 15 by the San Diego County Board of Supervisors allocated $207,375 for sidewalk improvements including curbs, gutters, and pedestrian ramps at that intersection. The sidewalks will provide connectivity for pedestrians accessing nearby neighborhood services, schools, and public transportation.

“There is a lot of pedestrian and vehicle traffic near the Naval Weapons Station and the elementary school on Ammunition Road, so these sidewalks are an important safety project for Fallbrook,” said Supervisor Bill Horn.

The $207,375 includes five percent, or $9,875, for oversight by the county’s Department of Housing and Community Development, which administers the CDBG program. The county’s Department of Public Works will utilize other funds to leverage the CDBG revenue. The sidewalk project has a completion estimate of June 2015.

The supervisors approved a total of $1,425,413 in CDBG allocations for 13 projects in the unincorporated area (the county also administers CDBG funding for smaller incorporated cities, whose city councils select the projects to be funded with the city’s allocation). The 13 projects include the regional city/county reinvestment task force. The proposals were selected based on criteria which include benefit to lower-income residents, health and safety considerations, the ability to leverage block grant funds into additional revenue, and availability of alternate funding sources.

The Fallbrook sidewalk project was one of two CDBG allocations to Horn’s district; the other was $182,000 to the San Diego County Regional Fire Authority for the purchase of a Type VI engine which will be based at the Ranchita station. “We need all the fire equipment we can get out where the big fires start, so this is a critical purchase for North County,” Horn said.

Nine projects totaling $1,425,413 were relegated to the alternative list. One of those alternative projects sought $45,000 for the right-of-way acquisition phase for approximately 500 feet of sidewalk on Clemmens Lane between South Mission Road and Old Stage Road.
