35-year-old parolee-at-large and 34-year-old girlfriend arrested for possession of drugs, stolen property

A parolee-at-large and his girlfriend were arrested in the parking lot of the Fallbrook Library on Thursday, August 11 for possession of illegal drugs and stolen property.

At approximately 1:11 p.m., Raul Rios, 35, was driving a 1992 blue Chevrolet Camaro with two passengers – his girlfriend, Adriana Garcia, 34, and a 23-year old Hispanic woman - when he was recognized as a parolee-at-large by Sheriff's Deputy Mark Cahill. After Cahill stopped the vehicle and proceeded to take Rios into custody, he called for a Sheriff's canine team to respond to the scene for assistance.

"Deputy Cahill knew Rios had narcotics issues in his past, and when the canine arrived, it alerted to Garcia's purse, and that gave us cause to conduct a search," explained Lt. Robert Haley, commander of the Fallbrook Sheriff's substation.

During the search, methamphetamine and heroin were found both under the driver's seat of the vehicle and inside Garcia's purse. A cache of stolen credit cards was also found in Garcia's purse.

In addition, deputies found an assortment of stolen property in the passenger side of the vehicle from several residential burglaries.

"Some of the stolen items included a Dell computer, iPods, GPS (global positioning system) receivers, a cell phone, etc.," said Haley.

Rios was taken into custody on his outstanding warrant for parole violation and also charged, as was Garcia, with possession of both narcotics and stolen property.

The 23-year-old woman was not arrested in the incident.

At the time of his arrest, Rios was displaying signs of being under the influence of drugs and admitted to officers that he had used heroin earlier in the day.

Rios and Garcia were both booked into the Vista Detention Center.
