CWA vote entitlement percentage down for Rainbow MWD, FPUD

The San Diego County Water Authority board meeting Nov. 21 approved the 2014 vote entitlements for SDCWA member agencies, and the weighted vote for the Rainbow Municipal Water District and the Fallbrook Public Utility District will decrease from the agencies’ 2013 vote entitlements.

The Rainbow Municipal Water District will have a 4.06 percent share of the CWA weighted vote during calendar year 2014 board meetings. Rainbow had a 4.09 percent share during 2013. The Rainbow weighted vote was 4.11 percent in 2012, 4.14 percent during 2011, 4.16 percent at 2010 board meetings, 4.19 percent during 2009, and 4.20 percent in 2008.

The FPUD weighted vote allocation of 2.41 percent is down from its 2012 vote of 2.43 percent. FPUD had 2.43 percent of the calendar year 2012 vote, 2.46 percent of the 2011 weighted vote, 2.49 percent of the 2010 allocation, a 2.50 percent share in 2009, and 2.51 percent of the vote during 2008.

Camp Pendleton’s 2014 weighted vote of 0.12 percent is the same as the base’s 2013 allocation. Camp Pendleton’s weighted vote was 0.13 percent in 2012 and 2011, 0.14 percent in 2010 and 2009, and 0.15 percent in 2008.

The member vote entitlement is calculated based on the total financial contribution from each agency. The contribution amount includes all taxes, assessments, fees, and charges paid to or on behalf of the CWA by property located within the member agency’s boundary. The cost of water treatment is not included in the total financial contribution, but the totals include standby charges, capacity charges, infrastructure access charges, readiness-to-serve charges, connection and maintenance fees, and annexation fees as well as charges for water delivered and sold to CWA member agencies. The contribution amount covers the fiscal year ending June 30.

The total financial contribution of all 24 CWA member agencies was $10,351,849,353 for the period ending June 30, 2013, an increase from the previous year’s $9,788,719,978 total. Rainbow’s 2012-13 contribution was $420,373,997 while the district’s 2011-12 amount was $400,106,109. FPUD had total 2012-13 contributions of $249,494,349 and 2011-12 payments of $238,035,746. Camp Pendleton contributed $11,876,951 during 2012-13 and $11,823,958 in 2011-12.
