DeLuz Road to get $1.2 million in work - Approximately 650 feet of roadway to get improvements

Reconstruction and other work on approximately 650 feet of DeLuz Road was approved by the San Diego County Board of Supervisors.

The supervisors’ 4-0 vote April 16, with Ron Roberts in China on an economic development mission, authorized the director of the county’s Department of Purchasing and Contracting to take the necessary actions to advertise and award a contract while designating the director of the county’s Department of Public Works (DPW) as the county officer responsible for administering the contract.

The supervisors also appropriated $960,000 of Federal Highway Administration revenue into DPW’s work program for the project and made findings that no project or circumstances changes would require any changes to the environmental Mitigated Negative Declaration adopted in July 2012.

“This is a much-needed repair for the residents of DeLuz and another demonstration of how safety is the top priority when it comes to our roads,” said Supervisor Bill Horn. “Unanticipated revenue from the Federal Highway Administration will be used to fund this important project, and construction will begin this fall.”

The work will take place approximately 1 1/2 miles west of Sandia Creek Drive near Santa Margarita Creek. During the 2010 winter storms this section of DeLuz Road was significantly damaged. “There have been temporary repairs that have been done,” said DPW capital improvements program manager Terry Rayback.

In addition to the road reconstruction and the provision of traffic striping, the work will also include dike, asphalt spillway, fencing, embankment, and rock slope protection. “This will be the permanent repair for that,” Rayback said.

The Federal Highway Administration has a Planning and Construction Program which will provide $960,000 towards the project. “We’re very pleased to have that kind of help with the funding,” Rayback said.

The estimated construction cost, including contingency, is $1,200,000. The remaining $240,000 had already been budgeted and was derived from Highway User Tax Account revenue obtained from the sales tax on gasoline.

The construction cannot begin prior to Sept. 16 due to potential impacts to nesting birds. The project is scheduled to be complete by spring 2015. Traffic control measures during construction will minimize inconvenience to residents and maintain emergency access.
