Fugitive wanted in connection with kidnapping and sexual assault of 10-year-old girl may be in San Diego County

SAN DIEGO - A fugitive wanted in connection with the kidnapping and sexual assault of a 10-year-old girl who was snatched from her family's Los Angeles-area home last week may have fled to San Diego County, authorities said today.

Tobias Dustin Summers, 30, was identified over the weekend as one of two suspects in the case. His alleged accomplice, 29-year-old Daniel Martinez of West Hills, was arrested Sunday and was jailed in lieu of $1 million bail.

Los Angeles police have announced that they have reason to believe Summers may have traveled to the San Diego area, and possibly has changed his appearance by shaving his head.

The girl was abducted early Wednesday from her bedroom at her home in the 8000 block of Oakdale Avenue in Northridge. She apparently was dropped off near a hospital about 3 p.m. that day, after which she walked to a coffe shop, where she was found by a good Samaritan.

The girl was was suffering from abrasions, including some on her face, was barefoot and appeared to be clad in different clothing than what she was reported to be wearing when she disappeared.

During her ordeal, the girl apparently was taken to various locations in different vehicles, according to investigators.

Summers is a 6-foot, roughly 160-pound white man with blond hair and blue eyes. A transient known to frequent Devonshire, North Hollywood and the San Fernando Valley, he has large tattoos of a flaming skull and a woman on his right arm.

The fugitive has a lengthy rap sheet dating back to 2002 and was released from custody last July, apparently as a result of the state's effort to relieve prison overcrowding. He has served prison terms for robbery, kidnapping, explosives possession and petty theft, according to police.

Although he is not known to be a registered sex offender, Summers did have an arrest for battery in 2009 that involved child annoyance.

It was not known whether Summers knew the kidnapping victim or anyone in her family prior to the abduction. It also was unclear is she was targeted or was a random victim.
