Supervisors appropriate $60,000 for Community Park, Rainbow Park

The San Diego County Board of Supervisors appropriated $60,000 for work on Fallbrook Community Center Park and Rainbow Park.

The 5-0 vote February 9 appropriates $35,000 to replace a Fallbrook Community Center Park driveway and $25,000 for restroom and storage shed projects at Rainbow Park. The funding was derived from the CSA 81 Park Land Dedication Ordinance funds which are provided by developers to fund park projects in the area.

“We’re real excited about completing both projects,” said Renee Bahl, the director of the county’s Department of Parks and Recreation.

In December 2003 the supervisors approved the advertisement for bid and award of a construction contract for the junior playground at Community Park. That work is nearing completion, and in November 2004 the CSA 81 advisory board recommended using $35,000 in PLDO funds for the removal and replacement of an existing but deteriorated driveway adjacent to the junior playground.

The November 2004 meeting of the CSA 81 advisory board also included the recommendation to use PLDO funds to modify and increase the capacity of the holding tanks at Rainbow Park’s restroom building and to convert a portion of the masonry trash enclosure into a storage shed. Expanding the restroom holding tanks is expected to reduce the number of service calls to empty the tanks and the related costs, while the storage shed conversion is intended to provide storage for equipment and materials for use at the park.

Neither project has a high enough threshold to require Board of Supervisors approval for a contract. The low bidder on the driveway contract was the same contractor who has been constructing the playground, so much of the equipment on-site for the playground project will be used for the driveway project and the work will be done concurrently. Construction of the Rainbow Park expansion and conversion is expected to begin later this month and be complete in early March.
