Thirty apply for Rainbow General Manager position - Special meeting June 9 to discuss review results

Rainbow Municipal Water District general manager Gene Buckley, who is also the district’s chief finance officer, would like to return to his previous position as assistant general manager and chief finance officer, and the Rainbow district is in the process of searching for a new general manager.

A 5-0 Rainbow board vote May 27 approved the procedure for reviewing the applications which were received by the May 22 deadline, and a June 9 special meeting will discuss the results of the reviews by individual board members.

“The board gave us a process on what to do with the applications at this point,” Buckley said.

On April 7, the Rainbow board approved a $190,000 annual contract for Buckley to be both general manager and chief finance officer while authorizing a search to replace Buckley as general manager so that he could focus on one major position. The board sought an internal search process rather than utilization of a third-party recruiter. “They had asked in-house staff to begin the process,” Buckley said.

The application period closed May 22. “We have approximately 30 applicants,” Buckley said.

The process approved May 27 involves individual board members visiting the Rainbow district office to review the applicants and select which ones are sufficiently qualified for face-to-face interviews. The Brown Act prevents a majority of board members from conducting business without a noticed public hearing, so the process with single board members reviewing the applications meets the state legal requirements. “Right now they don’t know who each other has chosen,” Buckley said.

The June 9 special meeting will provide board members with each other’s short-list selections and determine how many different applicants have been selected for the next phase. “It would narrow it down from the 30,” Buckley said.

The June 9 meeting will likely determine how many of those candidates are selected for interviews.
