A case of curious waste

Earlier this summer, there was a project to put rumble strips and new striping/reflectors on Reche Road. This was done, and now it has been covered up with new asphalt.

While I applaud the resurfacing of Reche Road, wouldn't it have made sense to do the projects in reverse order, instead of having one obliterate the other?

Wonder who's making money on this one?
