Despite not scheduling any workshop meetings in the unincorporated area of the county which is expected to cooperate with regional “smart growth” plans and despite the planned elimination by Metropolitan Transit System, whose planning decisions are ratified by the San Diego Association of Governments, to eliminate the only bus route which serves the industrial Woodside Avenue area of Santee, SANDAG proclaims itself to be encouraging “smart growth.” At SANDAG’s February 24 meeting the SANDAG board approved a schedule for eight workshops on the draft smart growth concept map and the comprehensive 2007 Regional Transportation Plan update.
The “smart growth concept map” is intended to identify specific locations where “smart growth” development exists, is planned, or has the potential to exist in the future. The map will be used in the update of the comprehensive 2007 Regional Transportation Plan and will also be used to determine eligibility to compete for the Smart Growth Incentive Program funding which will be a part of the TransNet sales tax extension.
All eight workshops will be held in April. Three will be held in the City of San Diego: one at the San Ysidro Multicultural Center, one at the Kearny Mesa Recreational Center, and one at the Balboa Park Club. Workshops will also be held in Del Mar, Escondido, Oceanside, La Mesa, and National City. The workshops are intended to focus on generating greater public awareness of the links between “smart growth” land uses and transportation choices, including transit, walking, and bicycling. The workshops will also solicit public input on the resources and urban design elements necessary for successful smart growth development.
