Supervisors approve time extension for Catherine Road subdivision

The San Diego County Board of Supervisors approved a time extension to complete the improvements associated with a 29.78-acre subdivision in Bonsall.

The supervisors’ 5-0 vote December 8 extends the performance completion date to September 24, 2012. The performance completion date had been September 24, 2010, although since the request for an extension was filed prior to that date an extension was in effect between the time of the extension application and the decision.

The subdivision is along Catherine Road in Bonsall approximately 950 feet east of Sleeping Indian Road and 1,300 feet south of Puerta de Lomas. The subdivision map calls for 13 single-family residential lots. Eleven of those lots are owned by G-Three,

LLC, while the other two lots are owned by J. Philip Gilligan through the Gilligan Family Trust. Because the county supervisors’ September 1998 approval of the final map also

included a lien contract, that security improvement agreement also included a holding agreement to prevent sale of individual lots before bond or other suitable security was substituted for the lien contract.

The approval of a final map establishes legal lots which can be developed at a later date, but environmental or other review may be needed for development permits. Time extensions were granted in 2000, 2002, 2004, 2006, and 2008, and the owners do not wish to develop the property immediately due to economic conditions.
