    FALLBROOK – Zion Lutheran Church’s Boy Scouts of America Troop 739 held its Court of Honor and Christmas party on Dec. 16 at Zion Church’s Fellowship Hall. The Scouts provided the main course meal prepared through their cooking merit badge to over 90 scouts and family members. The proposed off-leash area is at the south end of the park, across the street from and completely fenced off from the main body of the park; the park is not proposing to turn the entire park into an off-leash area.     WASHINGTON DC – The Internal Revenue Service has announced plans to open the 2014 filing season on Jan. 31 and encouraged taxpayers to use e-file or Free File as the fastest way to receive refunds. The new opening date for individuals to file their 2013 tax returns will allow the IRS adequate time to program and test its tax processing systems.
