    Bonsall resident Andy Vanderlaan will be the chair of San Diego County's Local Agency Formation Commission for 2014. Vanderlaan, who is the public member on the LAFCO board and was LAFCO's chair in 2013, was re-elected December 2.     RIVERSIDE - Beginning Saturday, nominating papers will be accepted for those seeking the 23rd Senate District seat left vacant when Bill Emmerson resigned.
