    LA QUINTA - La Quinta officials will dedicate a memorial tomorrow in honor of those who died in the Sept. 11, 2001, terrorist attacks. The city will unveil the memorial at 4 p.m. at 78275 Calle Tampico.     RIVERSIDE - A Riverside man who posed as a county official to illegally collect payments for renewing expired fictitious business licenses was sentenced today to a year in jail and 36 months probation. Thomas Gerald Elder, 45, was arrested in the fall of 2011 in connection with the document-processing scam.     TEMECULA - A 23-year-old man trying to scale a rock face during a hike near Temecula was killed when a boulder came loose and landed on him, authorities said today.
