SAN DIEGO - The San Diego County Department of Environmental Health has issued a General Rain Advisory to avoid water contact at all coastal beaches and bays due to recent rainfall. Swimmers, surfers, and other water users are warned that rain brings urban runoff, which can cause bacteria levels to rise significantly in ocean and bay waters, especially near storm drains, creeks, rivers, and lagoon outlets. The National Weather Service (NWS) in San Diego has issued an urban and small stream flood advisory for western San Diego County until 4:15 p.m. Thursday, Jan. 31. The NWS Doppler radar indicated a line of rain and isolated thunderstorms moving east into western San Diego County. Rainfall rates of 0.20 to 0.40 per hour are expected. OCEANSIDE - One person was killed and another was seriously injured when a single-engine plane crashed into a hillside near state Route 76 on Tuesday, Jan. 29 in Oceanside, police said. Firefighters were busy on Tuesday, Jan. 29 with a structure fire in Fallbrook and a trailer on fire in De Luz. Both incidents were contained quickly. FALLBROOK - A representative from Spectrum said that an outage in the Fallbrook area for most of the day Friday, Jan. 25 was caused by vandals. "The outage was caused when our fiber lines were cut by vandals this morning," said Dennis Johnson, Senior Director of West Region Communications for Spectrum.
