    Caltrans will close State Route 76 (SR 76) at the intersection of Old Highway 395 for approximately one hour at 1 p.m. on Wednesday, January 27, so crews can conduct minor rock blasting work to improve the highway.     SAN DIEGO - An apparently unfounded report of shots fired this morning, Tues., Jan. 26, at Naval Medical Center San Diego in Balboa Park prompted a lockdown of the facility and nearby schools as law enforcement officers flooded the area and police dogs searched the hospital complex.     Fred Earl Mitchell, age 82, went to be with our Lord and Savior on Thursday, January 21, 2016. He died shortly after enjoying time fishing with his best friend. Born on May 16, 1933, in Glendora, Calif., Fred spent his childhood days there before moving to Oceanside in 1943. He graduated from Oceanside High School in 1951 and earned an AA degree from Oceanside-Carlsbad Junior College (now Mira Costa College).
