    VISTA - Sentencing has been postponed until Feb. 24 for a man who pleaded guilty to stabbing two people at a house party in Fallbrook last summer. Guy Ray Roman, 21, pleaded guilty to assault with a deadly weapon and assault with force, both felonies, in connection with the attacks last August in the 200 block of North Stage Coach Lane.     RIVERSIDE - A proposal to restrict the county's use of private attorneys in the interest of saving money was booted from the Board of Supervisors' agenda today, without explanation, though it will apparently be brought back next month.   • Supervisors OK sheriff's purchase of license plate readers

    RIVERSIDE - The Board of Supervisors today authorized the Riverside County Sheriff's Department to purchase automatic license plate readers that will be used to ferret out vehicles used for human and drug smuggling in the eastern part of the county.     SAN DIEGO - The death toll in San Diego County from influenza-related causes this flu season is up to 19, with 11 people dying from the illness last week, the county Health and Human Services Agency announced today, Jan. 28.
