    RIVERSIDE - Riverside County Assessor-Clerk-Recorder Larry Ward announced today he will not seek a third term in office. ''It is time for me to step aside after dedicating the last nine years to doing absolutely the best job I could,'' Ward said.   • Multiple vehicle accident on I-15 S and Mission Rd.

    At 5:17 am this morning, the CHP was alerted that there was a traffic collision at I-15 S and Mission Rd with four to five vehicles blocking the slow lane. By 5:23 am there were three vehicles on the right shoulder with a green sedan in the slow lane facing the wrong way.   • Supervisors to consider restrictions on flight schools where foreigners are taught to fly

    SAN DIEGO - The San Diego County Board of Supervisors next week will consider new restrictions on flight schools where foreigners are taught to fly. If approved, the ordinance proposed by Supervisor Dianne Jacob on Sept. 11, 2012, would require flight schools and independent instructors using county-run airports, including Fallbrook Airpark, to certify that they're following guidelines for screening and monitoring students.     CAMP PENDLETON - A ribbon-cutting ceremony is scheduled this afternoon for the $456 million hospital at Camp Pendleton. The four-story Naval Hospital Camp Pendleton began operations last month, following three years of construction adjacent Interstate 5. The 500,000-square-foot facility replaced a much smaller medical center. It was the largest Navy project funded by the 2009 American Recovery and Reinvestment Act and designed to accommodate wounded warriors and the families of Marines and sailors stationed at Pendleton.     PERRIS - A man found fatally shot in a car in a rural area west of Perris was identified today as a 39-year-old Hemet resident. The body of Luis Hernandez was found around 5 p.m. Tuesday in the 20000 block of Scheesley Street, near Stephanie Street, in the unincorporated community of Good Hope, according to the Riverside County Sheriff's Department.
