    Traffic Alert: A big rig, an RV and two passenger vehicles have been involved in an incident on northbound Interstate 15 just north of the offramp to Highway 79 south. Officers have not arrived on scene yet, at 3 p.m. but the vehicles have been pulled over to the side of the roadway.     SAN DIEGO COUNTY - Light rain began to fall around San Diego County early today, a sign that an expected large cold trough of low pressure moving into the region from the Gulf of Alaska has arrived.     FALLBROOK – Eight students at Fallbrook School of the Arts had their artwork accepted into the California Art Education Association (CAEA) Youth Art Month (YAM) Show now on exhibit at the San Diego Art Institute (SDAI) in Balboa Park through Feb. 27.     The San Diego County Board of Supervisors approved amendments to the county's Zoning Ordinance and regulatory County Code to cover medical marijuana facilities and also approved a regulatory ordinance for the licensing and operation requirements for such facilities.     FALLBROOK – Fallbrook Youth Soccer League has announced registration will be held on Feb. 26 from 10 a.m. to 2 p.m. at Ingold Sports Park, and Mar. 12 and 19 from 10 a.m. to 2 p.m. at Fallbrook Community Center's outdoor pavilion for boys and girls ages 4 through 14.     In his second career race at Victorville's SoCal Raceway, Brian Tully finished fifth in the Jan. 30 Street Stocks main event. "It went pretty well, basically," Tully said. "It was just a fun race because the car went just about wherever I wanted it to go."
