    MURRIETA - A young man who reportedly threatened to shoot himself led Murrieta police officers on a low-speed chase throughout the downtown area, circling back to where he started before being taken into custody by force, a sergeant said today.     RIVERSIDE - The average price of a gallon of self-serve regular gasoline in the Inland Empire rose today for the ninth time in 11 days, increasing 1 cent to $3.672. The average price in Riverside and San Bernardino counties is 7.3 cents more than one week ago but a half-cent less than one month ago and 44.6 cents lower than one year ago, according to figures from the AAA and Oil Price Information Service.     RIVERSIDE - A trough of low pressure brought gusty west winds to the Coachella Valley and the Riverside County mountains early today, meteorologists said. The National Weather Service issued a wind advisory for the Coachella Valley and local mountain areas until noon, saying there were sustained west to northwest winds of 15 to 30 miles per hour and widespread gusts of up to 50 mph.
