    SAN DIEGO - Southern California Edison officials will tell the Nuclear Regulatory Commission and the public Tuesday about the utility's proposal to restart a reactor at the troubled San Onofre Nuclear Generating Station near Camp Pendleton. The commission's meeting is set for 6 p.m. at the Capo Beach Church in San Juan Capistrano. The church seats 1,100.     SAN DIEGO - A mother and daughter whose two pit bulls attacked their 75-year-old neighbor -- who succumbed to her injuries several weeks later -- were convicted today of involuntary manslaughter and owning a dangerous animal causing death.     CAMP PENDLETON - The Camp Pendleton-based 13th Marine Expeditionary Unit this week will conduct the last key component of an annual joint training exercise with the Japanese Ground Self-Defense Force.
