    RAINBOW -- A house on the 3000 block of Rainbow Valley Blvd. in Rainbow caught fire Tuesday afternoon and sparked a small vegetation fire that was under control as of 3:15 p.m., according to John Choi of North County Fire. The fire was out at 3:30 p.m., according to a North County Fire tweet. Choi said neighboring houses had been threatened by the fire but firefighters were able to protect them.     The county's Planning Commission approved a Major Use Permit for an AT&T wireless communications facility in De Luz. Commissioners Bryan Woods, Doug Barnhart and David Pallinger were not present at the Feb. 23 hearing, but the other four commissioners all voted in favor of the permit to place antennas on top of the Fallbrook Public Utility District's Bucknell Reservoir in the 2300 block of Helen Road.
