    SAN DIEGO - Jeffrey Kirsch will retire on June 30 after three decades as executive director of the Reuben H. Fleet Science Center and be replaced by an executive with The Franklin Institute in Philadelphia, the museum announced today. Since Kirsch arrived in 1983, the science center doubled in size and its membership quintupled, according to the science center.     Nine contractors were deemed prequalified to solicit bids for the rehabilitation of the Fallbrook Public Utility District’s wastewater treatment plant. The FPUD board voted 4-0 Feb. 25, with Archie McPhee abstaining, to authorize staff to solicit bids from the nine prequalified contractors. “We prequalified contractors to make sure that only contractors that had done this type of work could be allowed to bid,” said FPUD engineering and planning manager Jack Bebee.
