    PALA - The California Highway Patrol re-opened State Route 76 east of Interstate 15 shortly after 3:30 p.m. today, after it had been closed for over 13 hours following an incident in which a vehicle hit a telephone phone causing it to fall into the roadway.     FALLBROOK - A Cessna airplane flying out of Fallbrook lost engine power and landed upside down in Temecula, but no one was seriously hurt, an FAA spokesman said today, Sun., March 24. The pilot of the Cessna 172 made a forced landing Friday afternoon at Butterfield and Murrieta roads, Federal Aviation Administration spokesman Ian Gregor said.
