    The average price of a gallon of self-serve regular gasoline in the Inland Empire rose 1 cent today to $4.279, its highest amount since March 2, 2013. The average price in Riverside and San Bernardino counties is 1.4 cents more than a week ago, 27.3 cents higher than a month ago and 37.3 cents above what it was one year ago, according to figures from the AAA and Oil Price Information Service.     Gusty winds and light isolated showers lingered in parts of San Diego County's mountains and deserts today as a late-spring storm shifted to the east. A National Weather Service high wind warning was in effect for the mountains and the deserts until 9 p.m., as is a less severe wind advisory for elsewhere in the county.   • Stagecoach Update: 43 people arrested during first day of festival

    Forty-three patrons of the Stagecoach country music festival in Indio were arrested for mostly alcohol-related offenses during the first day of the sold-out event, a police spokesman said today. The patrons were arrested Friday for violations that ranged from public intoxication to underage drinking at the Empire Polo Club.
