    RIVERSIDE - A 256-acre blaze in the Lake Mathews area was out today, a county fire official said. The brush fire at Tin Mine Road and La Sierra Avenue was reported at 3:38 p.m. Thursday and surrounded Sunday night, according to Riverside County fire spokeswoman Jody Hagemann.     TEMECULA - A motorcycle rider fatally injured when he crashed into a van in Temecula was identified today as a 66-year-old Desert Hot Springs man. Kenneth Fellman, who had been southbound on the Temecula Valley (15) Freeway on a ''special construction'' motorcycle, struck a Chevrolet Express Van on the Rancho California offramp about at 1:30 p.m. Saturday, according to the California Highway Patrol and a coroner's spokesman.     RIVERSIDE - Riverside County arrests for impaired driving during the first two days of the Memorial Day weekend were down slightly from the same time last year, a spokesman for the Avoid the 30 DUI campaign said today.     SAN DIEGO (Wire Service) - California Highway Patrol officers in San Diego County arrested 43 suspected drunken drivers between 6 p.m. Friday and 6 a.m. today (Sun., May 27), down from 51 drunken driving arrests made during the same time period last year, CHP officials said.
