    MURRIETA - Electric power was out for more than 1,000 businesses and homes in Murrieta today. The blackout was reported shortly after 7 a.m. and affected a stretch of La Serena Way, about four miles east of Highway 79, according to the Southern California Edison's web site.     Police agencies across the county held drunken driver checkpoints Friday night and early this morning, which led to 19 arrests in Pacific Beach and National City. The San Diego Police Department made 16 drunken driving arrests at the checkpoint in the 2700 block of Garnet Avenue in Pacific Beach, Officer Mark McCullough said.
