The San Diego County Water Authority (CWA) board adopted an environmental Mitigated Negative Declaration and a Mitigation Monitoring and Reporting program for the relining of the San Luis Rey River portion of the CWA’s Second Aqueduct pipelines. Mary Root peacefully passed away on May 10, 2014 at her home in Fallbrook, Calif. She was born May 9, 1923 in Cambridge, Mass. She was predeceased by her husband of 52 years, Lawrence Root.
