    In 2012, the Rainbow Municipal Water District approved a lease which allowed West-Tech Contracting to use the lower yard of the Rainbow district headquarters for the processing of concrete, asphalt and other non-hazardous aggregate needed for West-Tech's work on the district's Pala Mesa Tank project.
