According to the California Highway Patrol (CHP), tow trucks are working on clearing vehicles off Interstate 15 southbound at State Route 76 so that the roadway can be reopened to traffic following a multi-vehicle accident that snarled the morning commute. San Diego County's Local Agency Formation Commission (LAFCO) continued its hearing on the proposed merger of the Fallbrook Public Utility District and the Rainbow Municipal Water District until Sept. 14.
