    PERRIS - A 20-year-old Perris woman initially thought to be the victim of a kidnapping was home safe today.     RIVERSIDE - Beginning Jan. 1, Riverside County supervisors will be legally authorized to preside over weddings. On Monday, Gov.     COACHELLA - An excessive heat warning is in effect today in the Coachella Valley, where temperatures are expected to soar to between 113 and 120 degrees.
