    FALLBROOK - A 37-year-old Mexican man was arrested after Border Patrol agents found nearly 25 pounds of cocaine and methamphetamine in his car during a traffic stop on Interstate 15, Border Patrol officials said today.     Kevin Martin, 54, passed away July 9 of brain cancer at his home in Fallbrook. Born October 19, 1959 in Fort Worth Texas, Kevin moved shortly afterward to Charlottesville, Virginia with his family before settling in Corona, Calif. when he was a year old.
