    The Fallbrook Skilled Nursing Facility returned to stable ground on July 20 after uncertainty of its fate had plagued the residents, their family members, and friends for months.     SAN DIEGO - Two young men from El Centro have admitted to smuggling 28 pounds of heroin into the United States using drones, the U.S. Attorney's Office announced today.     SAN DIEGO COUNTY - Firefighters in the San Diego region received a boost today, Thurs., August 13, as San Diego Gas & Electric announced the return of a large helicopter tanker for a sixth year, and the city of San Diego opened a temporary fire station in a neighborhood plagued by slow response times.     SAN DIEGO - Water consumption in the San Diego region was 32 percent less in July than the same month in 2013, the County Water Authority reported today. The July decline, helped by heavy rain from the remnants of Hurricane Dolores, followed drops of 26 percent in June and 30 percent in May.     SAN DIEGO - A man bitten by a shark was recovering today, August 13, following an airlift rescue from a boat about 100 miles off the San Diego coast.
