    SAN DIEGO - A former civilian contractor admitted yesterday, Tues., Aug. 28, that he stole thousands of dollars worth of property from the Camp Pendleton Marine Corps base.     SAN DIEGO COUNTY - Authorities warned the public today, August 19, about a telephone scam involving swindlers posing as law enforcement officers and demanding "fines'' for failure to report for jury duty.     FALLBROOK – Fallbrook 4-H is starting its new year and will hold a registration drive at its meetings on Sept. 1 and Oct. 6.
