    SAN DIEGO - San Diego Gas & Electric today announced improvements that the agency says will increase public safety and preparedness for wildfire emergencies.     DEL MAR - A man wounded in a deputy-involved-shooting at the ticket window of the Del Mar Thoroughbred Club was publicly identified and remained hospitalized on Monday, authorities said.     SAN DIEGO - Drunken driving arrests were up in San Diego County during this year's Labor Day weekend enforcement period, the California Highway Patrol said on Sept. 2.
