    RIVERSIDE - The average price of a gallon of self-serve regular gasoline in the Inland Empire rose three-tenths of a cent today to $3.825, the third consecutive increase after decreasing 29 times in 30 days. Despite the recent increases, the average price in Riverside and San Bernardino counties is four-tenths of a cent less than one week ago, 18.4 cents lower than one month ago and 31.4 cents below what it was one year ago, according to figures from the AAA and Oil Price Information Service.     SAN DIEGO - People who become lost or injured in San Diego County as a result of illegal activity could be billed for recovery expenses under an ordinance amended in July. Supervisors amended San Diego County Ordinance 364.1 to allow up to $12,000 in recovery expenses from individuals who become lost or injured as a result of violating federal, state or local laws.     LA JOLLA - Starting today, those at UC San Diego who wish to smoke will have to go off-campus as a smoke- and tobacco-free policy went into effect in all campus areas.     PINYON - The Riverside County coroner today released the names of the front passengers in two cars that collided on Highway 74 in Pinyon, leaving both dead at the scene. Jason Alexander, 25, of Palm Springs was the front passenger in one of the sedans, the coroner said. Rosalinda Rossi, 58, of Palm Desert was the front passenger in the other sedan.
