    SAN DIEGO - San Diego County's treasurer-tax collector has announced that around $352,000 in overpaid property taxes or county fees remain unclaimed, and Monday is the deadline to come forward.     Lt. Cmdr. Charles E. "Chuck" Cater (USN, ret.) died Aug. 22 after a battle with lung cancer. He was 85. Chuck was born May 1, 1931, in Wellsburg, W.Va., to Helena and George Cater. After graduating from Wheeling's McKinley Trade School in May 1949, he joined the U.S. Navy one day later.     The Fallbrook Public Utility District's (FPUD) Sachse Tank off of Red Mountain Road will receive protection against potential corrosion. A 5-0 FPUD board vote Aug. 22 approved a $24,103 contract with GMC Electrical, Inc., to replace and repair the corrosion control system for the Sachse Tank.
