    OCEANSIDE - Police asked for the public's help today to identify the driver of a late-model Kia Soul involved in a fatal hit-and-run crash with a bicyclist, a sergeant said. Oceanside police received a report at 5:41 a.m. today that a man's body was in the 3900 block of North River Road, Sgt. Ignacio Lopez said. Officers arrived and found the victim next to his bicycle.     ANZA BORREGO - The San Diego County Medical Examiner's Office today identified the pilot who was killed when his plane crashed in the badlands of Anza Borrego State Park. Max John Mizejewski, 69, was found near the wreckage of the crashed Cessna plane at 7:10 a.m. Saturday on a hillside in Borrego Springs, according to a Medical Examiner's Office press release.
