    SAN DIEGO - A bill to give ultimate authority over redistricting for the San Diego County Board of Supervisors to an independent commission was signed into law today by Gov. Jerry Brown.     PALA - Fifteen of Professional Bull Riders’ (PBR) current leading money winners will compete in an international field for championship points and more than $25,000 in prize money starting at 2 p.m. Saturday, Oct. 6, and Sunday, Oct. 7, in the Pala PBR Touring Pro Division competition at the Pala rodeo grounds.     LA JOLLA - Symptoms of Post-Traumatic Stress Disorder are eased by a combination of guided imagery and a specific type of therapy called ''Healing Touch,'' the Scripps Center for Integrative Medicine announced today.
