    Grant Hebner qualified for the pole during one of his races at the International Karting Federation Grand Nationals August 3-6 at the Calspeed Kart Track which is part of California Speedway in Fontana. Hebner earned the pole in the National Cup race August 5 and also finished second in that race’s main event.     Racers Against Drugs went to Camp Pendleton August 26 for a car show hosted by Camp Pendleton’s Young Marines program. “It was actually wonderful. We were very, very thrilled with it,” said Patti Estep, the field training officer and public affairs officer for the Young Marines at Camp Pendleton. The Young Marines range in age from 8 to 17.     FALLBROOK — The Palomares House was the setting for Save Our Forest’s (SOF) recent annual picnic, where 80 volunteers and guests enjoyed folk music by Ken and Phee and carne asada grilled by Howard Sansom and Mac Werthmuller.     A 4-1 Board of Supervisors vote September 20 directed the county’s Chief Administrative Officer to develop a board policy to ban smoking and smoking-related material of any kind in county parks and county-managed open space areas.
