    FALLBROOK - D'Vine Path hosted the 3rd annual Sip N' Stroll Soiree Sept. 18. This event included grape stomping, wine making tutorials, local beer and wine, restaurant tastings, as well as student performances and silent auctions.     NCFPD PIO John Choi wants to remind everyone to slow down and drive carefully in the rain. "We've had several accidents this morning. In less than an hour we've had four traffic collisions.     CHULA VISTA - Southwestern College will forgive $1.5 million in outstanding student tuition for more than 4,200 students using federal COVID-19 relief funds, it was announced today. Students enrolled for classes in spring and summer of this year will have all of their outstanding tuition, along with related enrollment fees, forgiven.     UPDATE: The fire at 6029 Rio Valle has been contained as of 7:50 am. There are no reported injuries to the homeowner or to any firefighters, who were able to contain the fire to the garage.
