    SAN DIEGO - More than 8,500 marijuana plants worth an estimated $4.6 million were seized from three rural locations in the North County over two days, authorities announced today. Members of the San Diego Narcotics Task Force made the seizures on Sept. 24 and 25, according to San Diego County sheriff's Lt. Hank Turner.     WILDOMAR - A man suspected of stealing about $20,000 worth of tools and other hardware during a break-in at a Wildomar business was being held today on $5,000 bail.     RIVERSIDE - The average price of a gallon of self-serve regular gasoline in the Inland Empire fell today for the 16th consecutive day, dropping 1.3 cents to $3.865. The average price in Riverside and San Bernardino counties is 7.5 cents less than one week ago and 43.3 cents lower than one year ago but 3.3 cents more than one month ago, according to figures from the AAA and Oil Price Information Service.
