    TEMECULA - California Highway Patrol officers and their supporters will tee off in Temecula today at a golf tournament being held to benefit the widows and orphans of fallen law enforcement officers.     Today's traffic on State Route 76 is back to normal after power was restored last night by San Diego Gas & Electric following an incident involving an electrical transformer.
