    Approximately 498,000 vote-by-mail ballots were mailed to voters on Monday, Oct. 6 for the consolidated general election on Nov. 4. Ballots should arrive in mailboxes by the end of next week.     RIVERSIDE - Riverside County health officials today were investigating the second local case of the potentially deadly enterovirus D68, which left a child hospitalized.
