    More than 2,000 electrical customers were without power in Fallbrook, Ramona and other nearby areas for part of Friday afternoon, though a utility official said the outages were unrelated to ongoing concerns about fire weather in the region. A total of 1,293 customers in Fallbrook, Rainbow, Bonsall and Pala, along with 886 customers in and around Ramona, found their power knocked out just around 12:10 p.m., according to San Diego Gas and Electric's online outage map.     SAN DIEGO (CNS) - Gov. Gavin Newsom signed a bill Friday co-authored by three San Diego lawmakers that will ban the sale of guns and ammunition at gun shows at the Del Mar Fairgrounds.     While everyone wants the best possible fire service, the new North County Fire Protection District proposal of a special tax at a flat rate $5 per month per parcel to be voted Oct. 24 is one more thing added to the growing numbers of small taxes being levied on the public.
