RIVERSIDE - The Riverside County Board of Supervisors today tentatively approved increasing the fees charged for marriage certificates, fictitious business licenses and several other county-issued documents, but also held some fees in check. RIVERSIDE - A Riverside woman missing for more than a month was murdered, her remains located in a field, authorities said today. Kimberly Lynn Dow, 30, was last seen Sept. 9 by her mother, who reported her missing two weeks later. According to Riverside police, Dow's body was found Monday night in a field near Jurupa Avenue and Tyler Street.
