    Fallbrook High School's football team now leads the Valley League standings. A 21-7 victory Oct. 17 at Valley Center High School gave the Warriors a 2-0 league record.     Up to 50 residents of an Oceanside apartment complex were in need of temporary housing today following a two-alarm fire that destroyed one unit and damaged several others. No one was hurt in the fire at the Oceana Apartment Homes complex, 180 Canyon Drive, which apparently broke out in an upstairs unit's kitchen shortly after 2 p.m. Friday.     A San Diego State University official said today he was deeply saddened by the death of a freshman student from meningococcal meningitis. Sara Stelzer, an 18-year-old from Moorpark in Ventura County, died Thursday after having been admitted to a hospital Tuesday.
