    PALM SPRINGS - The San Jacinto Mountains and surrounding areas were rattled today by an earthquake with a preliminary magnitude of 3.9, according to the U.S. Geological Survey.     PERRIS - A robber punched a man in the face today at a Burger King in Perris and grabbed $20 from him before running off, according to sheriff's radio alert. Riverside County Sheriff's deputies received a 911 call at 3:11 p.m. about the armed robbery, which unfolded at the Perris Plaza where the fast-food restaurant is located.
