    I don’t know about you, but I guess I’m like every other resident in the “friendly barrio;” when I receive my water bill, I just pay it without question. This time I sat down and looked at the bill and got really angry. I saw the breakdown of my bill, which shows that I only use $6.88 in actual water usage (going funky) and the rest of my bill — over $140 — is delegated to other bloated costs.     The Fallbrook Planning Group’s (FPG) proposed realignment of SR-76 will trash Bonsall. They propose a split alignment, retaining the existing highway north of the river (for their convenience) and a new four-lane (expandable to six-lane) freeway south of the river to take all of the Riverside County and Orange County commuter traffic as well as the dump, gravel pit and casino traffic.     On Monday, November 21, several residents on Inverlochy Drive in Fallbrook’s Peppertree Park had their water turned off without any notice, leaving one 85-year-old man in the shower with soap from head to toe.
